New Rule about advancing teams to State Competition

New for 2025: In the past, we were advancing a set number of teams per region, based on the overall percentage of regional participation. Starting with 2025, we will implement a proportional advancement. We beleive this will be more fair to the teams, based on how many participants are in each problem and division. This way, popular problems will have more teams advancing.

The new rule is simple: The first two teams always advance. Then we advance one additional team for every two teams that participate.
